According to the National Highway Traffic Safety Administration (NHTSA), an estimated 32,000 people died in distraction-related crashes in the U.S. between 2014 and 2023.

Distracted Driving Crackdown in NYC is underway again, starting this past April 2025, and it’s one campaign every driver should pay attention to. Operation Hang Up is the New York State Police’s response to rising crash numbers caused by texting, calling, and scrolling while driving. In April and beyond,  troopers will be out in force, using marked and undercover vehicles to catch distracted drivers across the state.

1. Distracted Driving Crackdown in NYC has a name: “Operation Hang Up”

It’s a statewide enforcement blitz targeting drivers using mobile devices behind the wheel. State police will increase patrols and conduct targeted enforcement efforts to identify and ticket distracted drivers.

2. CITE Vehicles Are Watching

CITE stands for Concealed Identity Traffic Enforcement. These undercover police vehicles look like everyday cars, but they’re equipped with lights and sirens to discreetly catch distracted drivers in the act.

These vehicles are especially important in the Distracted Driving Crackdown in NYC because they allow troopers to observe driver behavior without immediately signaling law enforcement presence. While in a CITE vehicle, they are likely to think they are another driver who won’t stop them for distracted driving.

3. Fines Are Climbing

If you’re caught using your phone while driving, expect fines between $50 and $450 depending on prior offenses. Probationary and junior drivers risk license suspension or revocation.

Under New York State law, penalties for distracted driving may include:

  • For a first offense, the minimum fine is $50 and the maximum is $200
  • A second offense in 18 months increases the maximum fine to $250
  • A third offense in 18 months results in a maximum fine of $450
  • Probationary and junior drivers face a 120-day suspension of their license for a first offense, and one-year revocation of their permit or license if a second offense is committed within six months

4. Why April Matters

April is National Distracted Driving Awareness Month. During April 2024’s campaign, police issued over 20,000 tickets, including 4,056 for distracted driving alone, according to WGRZ.com.

5. What Safety Authorities Publicly Recommend

Public safety agencies such as NHTSA have issued awareness guidance including:

  • Pull over before you text.
  • Appoint a “designated texter.”
  • Keep your phone out of reach, like in the trunk.
